Ok, I'm a bibliophile and I love history so this is seriously tickling my mental G spot.

This mystery was actually solved by Randall Munroe last year.
 
I think the largest probability is that it really is just gibberish. The guy who made it was probably not mentally stable. He was certainly very obsessive and determined, but I personally kind of doubt he was the fount of great wisdom.
