That (bolded above) does not mean that those who do not seek employment should be paid (by state government) for simply electing not to work. Your constant assertion otherwise is extremely boring.

The keyword here is insurance which means that one must satisfy the terms of the policy (which are, in fact, equal) in order to collect a benefit.

All laws of a general nature shall have a uniform operation; the general assembly shall not grant to any citizen, or class of citizens, privileges or immunities, which, upon the same terms shall not equally belong to all citizens.

At-will means that an employer can terminate an employee at any time for any reason, except an illegal one, or for no reason without incurring legal liability. Likewise, an employee is free to leave a job at any time for any or no reason with no adverse legal consequences.
