What's up with Kenosha Unified School district? They've been in the news multiple times in the last few years for the bizarre sexualized behavior of school administrators and staff towards children, and each other.
District administrator Curtiss Tolefree was paid $110,000 salary, while having sex with a student every day of the school year, sometimes in alleys.

Tolefree was transferred to Zion Elementary School previously, after several young staff members came forward to say that he pressured them into having sex at school.
Another KUSD school was outed by the ACLU earlier this year for giving awards to the cheerleaders with the 'biggest booty', and 'biggest boobie'. Apparently this was something that the coaching staff used to reward girls for having a big butt, or developed breast, and the girls who won awards were called up in front of hundreds of attendees to accept the awards.

At Bradford High School, teachers showed students a dramatized version of a rape scenario, and axed students how the female rape victim could have altered her behavior, in order to not be raped no more.

"Habit of touching staff and students"
In June 2018, Kenosha Unified School District sent a letter to Washington Middle School Vice Principal Dr. CasSandra Brooks about her "habit of touching staff and students," including kissing a staff member on the lips and touching her in front of others.
The letter says Dr. Brooks received a "verbal directive" about this issue on a Friday. The following Monday, she was accused of more "physical contact" in the middle school hallway.

Dr. Brooks was suspended without pay; however, to avoid missing additional days of work, the school district converted ten days of her paid administrative leave to unpaid disciplinary suspension days. She was also put on a "last chance agreement" with a warning that "any further similar acts of misconduct will immediately lead to [her] termination from employment."
Four months later, Kenosha Unified School District sent Dr. Brooks another letter about "inappropriate intimate physical contact." This time, the situation involved a student. Dr. Brooks admitted that she gave the student a side hug and "tapped the student's butt twice." The student reportedly expressed discomfort, asked Dr. Brooks to stop, and reported the incident.
Brooks remains a vice-principal with KUSD.

According to the 2010 census, 77% of Kenosha residents are white. So who are these teachers and administrators? Affirmative action hires? The national media seems uninterested, so I'm doubtful that KUSD is going to clean up its act.
