The number of democratic countries in the world has increased since ancient times. This has been caused by an increase in the average size of a country's population. Anyone that doesn't believe me that the world's population has exploded can easily verify that and see that it has and it has also coincided with an increase in democratization throughout the world. This means that splitting up a large country into smaller countries will make it less democratic.
 
Correlation is not causation.

There are other things which have increased since ancient times. Such as the availability of information to the masses. From the printing press to the internet. I think the increase of democratic nations is more likely to be related to that than it is to population size.
