Lincoln if we're talking overall. Under his admin we went from being the United STATES of America to the United States of AMERICA. The federal fully took control of the Constitution and the states.

In my lifetime - Ralph Reed. He virtually invented Christian Conservatism and delivered them as a voting block.
 
George Dubya Bush.

He was so influential that any criticism of Obama immediately causes lefties to start stuttering "bu bu but but Bush".....
 
George Washington. Set the precedent that statesmen serve their country then step down.

A notion most vehemently opposed by the worst president of all-time FDR.

I would say Lincoln for his incredible effort in keeping the U.S. together.

Second, Washington, for setting the trend of what a president should be.

Third, FDR, even though Hoover set the trend for the government expansion legislation he enacted.
 
Starting at the adoption of the second Constitution? Lincoln, for the reason mentioned above.

Starting at the Declaration, the nominal "birth date" of the United States? John Adams. Without him both the Continental Congress and the war effort would have fallen apart. If they had there's no saying when or if the United States as we know it would have eventually come about, and if not what the alternative would look like.
 
Lincoln he killed the concept of federalism.
 
FDR. He was the architect for getting government involved where it doesn't belong.
