I remember living in Arizona talking to this guy and asking him how he ended up here, he told me him and a bunch of people were in a park in California and a van pulled up and asked them if they wanted to go to Arizona? They said sure, so the van dropped them all off in Arizona and left..

Repatriating homeless people to their home countries makes perfect sense. US states trying to force their homeless to move to other states by shrinking the support they desperately need is a whole different picture.

So the city gave non-Swiss homeless people tickets out of the country. So what. I dont know how Swiss law works but I doubt very much that a city government threatening deportation carries much weight.
The Premier of Alberta a few years ago was giving welfare recipients bus tickets to Vancouver till it came out and he looked ridiculous.
Are you advocating that the US give non-American homeless people tickets to, uh, where?

As we all know a state's first obligation is to provide a level of luxury to the homeless so they don't move away. Right.

Warm weather in winter is pretty much all the luxury homeless people need.
I dont know how it is in the USA but here you need a mailing address to avail yourself of government services. Most homeless people are on their own. They busk or panhandle or work day jobs from labour agencies.

How about just saying that a states responsibility is to look after it's own problems and not off load them on other states?
