The health care exchanges will open, regardless of Government shut down (1 Viewer)

The department of health and human services has enough leeway at the moment to implement the Affordable care act.

But not to continue it into the future.
 
Sure but defunding it would certainly bring it down.

#1 -- Republicans will fail.
#2 -- IF they succeeded in defunding Obamacare, I think we'd see the President stretch his Executive Order privilege to fund it himself.
