This fall marks 20 years since the reunification of Germany. On 3 October 1990, on the basis of the Moscow Treaty, the Cold War’s Eastern and Western Germany were reunified. Now, two decades later, it is time to consider whether the Moscow Treaty really did settle the "German question".

Despite of the success in economical development and political weight United Germany still remain as an imperfect state. It is still forbidden to hold referendums on military affairs, to demand the withdrawal of Allied troops before signing a peace treaty, to make foreign policy decisions without the approval of the victorious powers, and to pursue a number of developments within their armed forces, in particular, Germany is banned from creating weapons of mass destruction (WMD).
Latest steps in Germany´s military policy, such as demands on withdrawal of American tactical nukes, as well as attempts to hold its own position within multination operations in Iraq and Afghanistan show the surge of yearning for final independence.
