I like your idea here, but it needs work. I think the "best interest," and "according to the majority," is too difficult to distinguish, and unnecessary if we can define delegates as temporary and limited.

Telling this forum they are required to allow any and all types of speech would be government infringing on liberty. The point of the constitution is to keep the government from oppressing people. People are allowed to do whatever they want and if you don't like it you can post in a different forum. With a Federal Protection Service officer standing at the entranceway.
