Morris: Shutdowns are part of the budget process

Shutdowns have been frequent tools of policy. Just ask Reagan.

By Joseph A. Morris, Published: October 2

Joseph A. Morris was general counsel of the Office of Personnel Management from July 1981 to December 1985.

One party controls the White House and the Senate by less than the margin needed to end a filibuster, and the other party controls the House by a wide margin. A fundamental conflict over government spending is at the heart of an impasse that leads to a shutdown of the federal government.
The year is not 2013 but 1981 . . . and 1982, 1984, 1986 and 1987. That’s right, the Reagan years, when President Ronald Reagan and House Speaker Tip O’Neill would work things out and avoid having to close the Washington Monument. With all due respect to Chris Matthews and other purveyors of this narrative popular in today’s Washington, the reality was quite different. :peace

Re: The Case for Blaming Obama

Yes, it was different, because the "opposition party" wasn't hijacked by lunatics.

And the President was strong and confident enough to be flexible.

I don't remember the Democratic Senate leader taking the podium the day Reagan was inaugurated and claiming that the Dems' entire legislative goal was to make Reagan a one-term president, and then that party doing everything in their power (and failing) to make that a reality. It was a different time back then.

Hmm that isn't happening today either.... Guess it is more similar than you thought.

Re: The Case for Blaming Obama

yeah. This is the 'new normal'. Political crisis and budgetary crises every single time. Debt-limit bomb strapped to Uncle Sams' chest and a govt shutdown for every budget deal pass. Welcome to the new normal. Now easy to enjoy on netflix between honey boo boo stories.

The founding father of the USA said that no foreign nation would ever be capable of taking down the USA. And you know what, they were right. Smart people. It's ****ing Congress and the uninformed, idiotic US electorate that will be taking down their own country (I repeat, the uninformed idiotic electorate, not the people who are informed and make rational decisions and know what they're talking about in terms of policy, but those people are apparently a small % of the population else who the hell would elect the old congress with 90% of the same people in it).

Yes, back then President Reagan was a big supporter of Social Security, you won't find that in today's GOP.

None of those situations were similar to what the teabaggers are trying to do now - defund a singular program because their dozens of attempts to repeal a law had failed.

Yea but Reagan was a Competent and successfull Presodent.

It was exceedingly apparent to anyone with two brain cells to rub together, that Obama was just a media creation, cult of personallity.

Re: The Case for Blaming Obama

The fact that the Tea Party - who represent the views of the majority of Americans- is considered 'radical' speaks to just how far left this country has gone.

MM did not make that speech until 2010, two years after BHO was inaugurated. Accuracy matters.:peace

BWHAHHAHAHAHHH!. The guy who gave us 9-11 by supporting jihadist in Afghanistan was successful.

Let's test that. Put a clean CR to a vote in the House. But of course Boehner is to cowardly to do that because he knows it would pass.

Conservatives are craven to the core.

Perhaps you can answer the simple question; what are the views that differ between the 'opposition party' and the 'lunatics'?

One thing that was really different back then: The President of the USA didn't have to deal with a House of Representatives controlled by some people who refuse to accept the fact that the man in the White House won the election last November.

It's hard to talk with people who refuse to accept reality.

We'll see who the American people place most of the blame on for this kerfuffle in the not-distant future.

The Tea Party is no more shrill than were the post-McGovernite lefties back then.

That argument is getting old Shrub.

There are three branches of government. It's Congress who writes the laws and appropriates the money, not Obama.

Obama's job is not to dictate through executive order but to enforce those laws passed by Congress and to over see those departments of government spend the money that Congress has appropriated as it's suppose to be.

Obama has been derelict as POTUS. He has refused to uphold the oath of office that he had to take twice in 2013. He has ignored what parts of the Constitution that he doesn't like. And worse of all, nobody is in charge, Obama has surrounded himself with second rate people.

BWHAHAHHAHAHH!

It's hilarious how ahistorical tea partiers can be. They just make things up as they go along.

This is so often misrepresented. There was no 'podium' but rather was said during a 'sit down' interview. Further the balance of MM's statement is often omitted:

NJ: What’s the job?

McConnell: The single most important thing we want to achieve is for President Obama to be a one-term president.

NJ: Does that mean endless, or at least frequent, confrontation with the president?

McConnell: If President Obama does a Clintonian backflip, if he’s willing to meet us halfway on some of the biggest issues, it’s not inappropriate for us to do business with him.

NJ: What are the big issues?

McConnell: It is possible the president’s advisers will tell him he has to do something to get right with the public on his levels of spending and [on] lowering the national debt. If he were to heed that advice, he would, I imagine, find more support among our conference than he would among some in the Senate in his own party. I don’t want the president to fail; I want him to change. So, we’ll see. The next move is going to be up to him.

When did McConnell say he wanted to make Obama a ‘one-term president’? - The Washington Post

So the President got two 'Pinocchios' for this statement...and you do to, thusly.

Re: The Case for Blaming Obama

Partially because of of the best efforts of the MSM, I don't think the endlessly name calling, endlessly swearing and ridiculing Liberals realize how much America and the American people are blaming them and blaming Obama for the present disastrous condition of our once beautiful country.

If they believe they are, and will remain, unscathed by what they have done to our country, they are very much mistaken.

Fortunately nobody but the tea party freaks believes this nonsense and where this is heading -- a default on US obligation, which is what the freaks want -- will ultimately result in the tea partiers and many other Republican shills being removed from office. It's the only solution and Americans are finally realizing that.

Impeachment or recall, take your pick. It's the future for the freaks of the tea party occupation forces.

So wonderfully out of touch! It's almost beautiful. I can't wait until the tea party freaks are removed from office, one by one, one way or another. It's the only solution to their war on America, and fortunately Americans finally realize it.
