Further one needs to look at what land uses are approved in the Land Use Plans that went through public review. if a proposed use has not been addressed in the Land Use Plan, that plan would have to be modified even before the specific NEPA analysis could begin.
Congress would have to change some laws to pull off what Trump wants.
