There are likely 100's of small businesses that only exist as a result of government contracts. I may be wrong, but SpaceX probably would/could exist without need of government contracts.

I agree. Government cost should be minimized and efficiencies should be realized where feasible.
However, lopping off pieces without regard for what they do is just going to cause harm and be unlikely to accomplish anything that will help the average person who is trying be sure they make next month's rent.
