Texas AG Tried to Get a List of Trans Residents … For Some Reason

Where is the outrage from small government pro-freedom conservatives about this action by the government of Texas to compile a list of transgender residents of Texas? Why would he want a list of transgender residents? Maybe he had some sort of harassment planned for them? This is more than a little fascist to me but conservatives claim that republicans aren't fascist, so what is their explanation for this attempted action?
