Since the call taker was a four year veteran it is unlikely it was an untrained rookie mistake. And the fact she was able to field the call says the phone worked.
What didn't happen is forwarding the call so that the officers knew where to look.
Finding the reason behind that inaction will help to point out where the deficiencies are.
Surely a properly-funded 911 Dispatch Center has multiple redundant forms of communication to the patrol units? If this is a case where there were 4 freak failures that all happened at the same time, then that's one thing, but if this kid dies just because someone's computer locked up, then the problem can easily be attributed to outdated hardware, a lack of training, or substandard operational guidelines. All of which are easily explained by a lack of funding.
Funding doesn't stop you from jotting down information and passing it on to a patrol unit.
The kid died after two calls and a fair amount of time.
If Dispatch had been trained on how to pass along information to patrol units in the event of a computer malfunction, I'd like to think they would have done so. Why didn't dispatch contact the unit by radio? And I'm not asking that rhetorically.

The point of the OP was to show the encroachment of the dystopian libertarian nightmare. I hope you are bright enough to see the connection between this boy's death and the failure of the underfunded 911 system which failed to get him help on time. Right?
I moved out of that City almost thirty years ago because the people who fund the city with their taxes had little say. Cincinnati has been dominated by the Democrats for at least 40 years. They hold a majority on council and have had the mayor's office for decades. Most of the highest income tax payers in Cincinnati have no say in the elections because they live outside the voting limits of the city but the city still taxes their incomes. that includes the top executives at places like Proctor and God, Kroger, US Bank, etc.
Its bad enough you use the deaths of kids in massacres to troll gun owners but this is a sick and new low for your frantic baiting.
Had the kid been driving an American car instead of a Japanese one he might still be alive.
And, you still fail to make the logical connection that "the 911 center has had problems regarding staffing, training and technology," had to have played a significant role in this happening.

You ignoring the obvious connection between this boy's death and the center's out-dated technology, turnover in management, and a substantial shortage of dispatchers and operators does not help your position.

They were trained. They had an SOP. The computer glitch didn't break every pencil in the office.

Well, I'm not sure a pencil is the method that would be successful in getting a message to an officer in the field, but I assume there must be some form of communication besides just the computer that locked up.
Derp.
Take pencil.
Write down notes.
Give note to dispatchers.
Problem solved.

The kid was on the phone with a dispatcher. It was the dispatchers that couldn't communicate with the officers to give them the make, model, and color of the van he was in because the computer (system?) was frozen. A 2nd line of communication between the dispatchers and the officers is what was needed. A pencil isn't going to cut it here.
