Trump lost General Mattis, one of the few cabinet members with broad credibility, over this before reversing himself (again) but it's the opposition that has a problem.

Regardless of who is making decisions, as a general matter, what is the correct policy for us to have in Syria, and how will we know we've achieved success?

How do you slowly withdraw 2000 or so troops? It seems that that would eave the remaining ones at a greater risk?
