A suspect has been arrested in Lviv, Ukraine, on suspicion of espionage near one of the sites of a missile attack in the city, officials said.

That explains why they hit Lviv, somewhere that was so far from the front lines. They had a spy locating targets for them, so they took the opportunity to hit them.
