Stupid Law?

You can operate a puppy factory out of your basement and it would be almost impossible for law enforcement officers to find out about it. You can also print millions of dollars of counterfeit money in your basement and it would be almost impossible for law enforcement officers to find out about it.

That's actually not true. Locally, there are Facebook pet groups and that's where a lot of underground puppy mill breeders advertise their dogs. There are also animal control officers that hang out there. When the ads go up, the city goes out and shuts them down. There are also a TON of people who keep the city informed of animal cruelty and violators. They just don't survive long.
 
One of the easiest ways to eliminate behaviour is to make it impossible to indulge in.

If puppy factories cannot sell their product, then there is no incentive for them to stay in business AND you don't have to make criminals of people.

Then the law would focus on puppy factories and leave non-puppy factory breeders out of it...

Please advise where, in the Constitution of the United States of America, I can find the words "puppy breeders" or "puppies" or "puppy" or "breeders" or "breed".

PS - Do you know which organization was successful in having the courts determine that the labour laws applied to children?

The RSPCA and it argued that children were entitled to the same rights as animals.

Show in the Constitution where I can find the words, "t-shirts" with regards to freedom of speech...
 
Someone who is a "bank robber" but who doesn't actually "rob banks" is no "threat" to anyone.

Someone who is a "puppy mill operator" but who doesn't actually "operate a puppy mill" is no "threat" to anyone.

Did I tell you? I am an NFL Football Player... but I have never been in the NFL.
