One of the easiest ways to eliminate behaviour is to make it impossible to indulge in.
If puppy factories cannot sell their product, then there is no incentive for them to stay in business AND you don't have to make criminals of people.
Please advise where, in the Constitution of the United States of America, I can find the words "puppy breeders" or "puppies" or "puppy" or "breeders" or "breed".
PS - Do you know which organization was successful in having the courts determine that the labour laws applied to children?

That's actually not true. Locally, there are Facebook pet groups and that's where a lot of underground puppy mill breeders advertise their dogs. There are also animal control officers that hang out there. When the ads go up, the city goes out and shuts them down. There are also a TON of people who keep the city informed of animal cruelty and violators. They just don't survive long.
