One can hardly expect the Russians to actually co-operate when the evidence so far seems to point directly to Russia and Russian involvement, official or otherwise.
We are being led to believe that a conspiracy was being fomented such that the FSB had absolutely no clue as to what was happening under their very noses, that really is hard if not impossible to believe.

No surprise really. One sovereignty issues, the other, the old secretive KGB is in power.
