A consortium of major universities, using Department of Homeland Security money, is developing software that would let the government monitor negative opinions of the United States or its leaders in newspapers and other publications overseas.

Yes, it was initially (to my knowledge) reported by the New York Times, but I am trying to find better sources that are reporting this for the time being. (being until more places pick up the story)

What do you think? I think this could very easily go the wrong way, and as a result I err on the side of extreme caution.
