Is it impossible to develop a simple unified instructional system to guide students to study different things?

Instruction for what? Has this been tested? What are flaws in it that you see? What are things the system doesnt cover? Are there any types of learners that may not deal with this system as well as others? Is this usable at all grade levels?

And frankly, your link doesnt make sense. It doesnt tell me anything.
