You missed my point. Congress is way late in developing budgets. They tend to us CR's to kick the can down the road. Congress has relied on CR's for way to many years. I also was not just addressing the latest shutdown. Congress is 5 months into the current fiscal year with no final budget. They should be working on 2020 budget.

IF Congress and the President would do their jobs there would not have been a shutdown. Seems Congress has lost sight of the budget process timelines.

Solution to the budget timeline. Elect people who will do their jobs they were elected to do. Pretty simple.
