No. States (the government, any part of it) should NOT and should never pay for religious education.

Parents should have school choice and vouchers, even if it's a religious school, but the vouchers should not go towards religious education content or activities. If parents want school vouchers and they want to send their children to a religious school, then they should pay for the religious education content out of their own pocket & not use voucher money for it.

The SCOTUS has accepted a case from the 1st Circuit Court of Appeals. Owing to small populations in some rural areas and on the islands along the coast of Maine, the state's education department pays tuition costs for students to attend not only public but also private schools - as long as the private school does not require all students to study the school's religion. The 1st Circuit agreed with the state and an appeal was filed.

How does a state government refusing to pay for a religious education impede a person's religious freedom?

No. The government is fully capable of screwing up anything. If the government funds schools run by churches they'll require them to follow government regulations and the schools will be as worthless and as unionized as public schools.

We should have school choice and vouchers and let parents decide how to spend their children's education assets. If the government wants to be in the education business and compete it would be good for laughs.
