They might not... that is why the police can check the parents Parenting Class License when suspected.
I have made posts about that in the past... voting should require, at minimum, a high school education with at least a B average. Any person that can not get a B has no business being allowed to vote.

This would be a serious class/qualification intended to help children and end the cycle of poverty and crime... in addition to getting rid of stupid people. By that I mean morons that can't get basic grades in school or end up being a drain on society. We will always need the guy that holds the Go/Stop sign at road side construction sites... but at least we will get smarter people that do it effeciently.
I think there should be a bare minimum mandatory "parental course" taught by a psychologist that they have to take as a requirement. No testing requirement to gauge understanding, just a certificate that said you attended the class til the end. Can be taken at any point during their life before they have their first kid. Parents who already have kids when the legislation is passed will be grandfathered in with no time limit on when they take it.

I'm still not sure it would "end the cycle of poverty and crime." For example, not every parent will be able to detect if their child joins a gang, even if they are given pointers on how to detect it, and if the parents are poor ... this might not help children escape the poverty cycle. This is a big tool in the toolbox, but not the only one. What other tools would you like to throw in the proverbial toolbox while we're designing how to end the cycle? What might a course be accompanied with, etc.?
There is no testing for a fishing license. Not in Washington where I used to have one and not in California where I currently reside anyway,

Not always, that depends on where you live. And to the extent dog licenses are required it’s nearly always a grift for the city to make more money.
