There won't be any agreement on the content of the course for parenting (at least in the USA). Plus psyc evals are not all that reliable.

Nope, converting being a parent into a mere state issued privilege is a ridiculous idea.

Let’s make taking a class, passing a test and paying a fee a requirement for starting a DP poll. ;)

As part of high school, I think everyone should have to take a year of home economics where they learn the basics about cooking, cleaning, taking care of children and so on. However, the proposal in the opening post is ridiculous.

Perhaps because certain people that went on to make great achievements might not have been born had their parents went through such a course and failed.
 
That and means testing given that adoption and abortion are an option. If you cannot adequately support yourself you cannot have a child /s

Parents have been learning as you go for a millennium.

Require how? What do you propose would be the consequence for people who have a child without first doing that?

well I can see the wisdom of that sentiment but there is no proper governmental power to do that. It's unconstitutional on several levels.

Fines. Jail. Removal of child. There are probably other reasonable consequences as well...

not true-it depends where you get it. You take in a stray or a friend gives you a dog-no such vetting

A law like the one in Texas could be written about people
turning in those that have a child without first passing a
class, an IQ Test and having their DNA checked.

Besides the fact that that is stupid... it also could stop the next Hitler from being born... it is about helping humanity by getting out the dregs or society, the criminals and literal idiots that drain us of our resources and that need to be rescued time and time again.
 
Potential parents should at least go through the vetting process required to adopt a child.

How would they know if someone else had not passed a class? What would you do to them (and their children) if they did not pass the class?
