My understanding is that it is very rare for charges to be brought against someone not in law enforcement -- of course, in this case, I'm sure that wouldn't stop anyone from persecuting the guy. I found this on Snopes:

I hope that's an accurate assessment.
 
Hasn't the FBI already said that it wasn't racially motivated and they found no evidence of GZ being racist?
 
If the DOJ puts GZ on trial for civil rights violations, then the DOJ should do the same for those who mugged innocent people in the name of TM.
