Masks don't protect the wearer from others. Masks protect others from the wearer. The sister most likely got COVID from someone who was NOT wearing a mask, even if she, herself was wearing one. You should know this. It's been widely publicized. Mask wearing works when everyone wears a mask in public. That's why transmission goes down in places that have mask mandates.
