This is a Texas thing. 95,000 non-citizens on voter rolls and 58,000 that have voted in a "recent" election.

From 2005-2017 the Texas AG prosecuted 97 individuals for voter fraud. In 2018 they prosecuted 33 people for 97 violations.

The good news is that voter fraud is a really minor issue and likely would never impact an election...unless the non-citizens are Russians.
