You're trying to say because there are government programs towards the poor, this is undeniable proof Republicans have never claimed we shouldn't spend taxpayer money on the poor. The problem with your position is it doesn't make sense. Allow me a parallel example.
Let's say you're starving. I give you half a slice of bread and then tell you I will not give you anymore because it's a waste to give you more bread. Your position is that because I gave you half a slice, then obviously I've never said it's a waste to give you bread. The problem with that is I HAVE said it's a waste to give you bread, despite the fact I already gave you half a slice.
