Saudi guest workers, unskilled

I read on the net that the unskilled workers in Saudi Arabia are too often abused by their employers. Why can't the Saudis hire Palestinians? As I understand it, both groups are predominantly Sunni...and speak Arabic. Why wouldn't the Palestinians get job preference over people from far away countries that don't even speak the language?

For one, being able to get out of and back into the West Bank or Gaza is never a sure thing

Secondly I doubt the Palestinians would put up with the abuse that south asians will. Having to worry about being killed after you have beaten your workers, is something most abusive employers will tend to avoid
