Today POTUS announced sanctions against banks and three individuals. Given the build up to the present situation in Ukraine, would it be wrong to think the people/institutions that have been targeted would have taken preparations to shield the effect of these sanctions? Biden says he is holding the most severe sanctions in reserve to see if there are more encroachments to come.

The strong sanctions are being held for if Russia launches an all-out invasion of Ukraine.
