The new sanctions would ban Russia from acquiring goods and services that have both civil and military purposes, per documents reviewed by The WSJ.

It must also turn more of the population against Putin if food on the table becomes scarce .....? or against the USA. Of course the wealthy will not be affected in the same manner.
