It's not unique to Russia; Israel has provided generous incentives for child birth for many years, and Japan followed suit. Italy was discussing incentives for families with at least 3 children. As with most things, it's only an issue when Russia does it.
They've been trying this modality for over a decade. Doesn't work because couples can't afford kids with Russia's moribund economy.

Birth rates plunged in the late 1970’s, and the breakup didn’t help.

I'm just pointing out that Russia wasn't the first country to attempt to offer incentives for child birth. It's been a complete success in Israel, where Israeli women now average 3.4 children, while most of Europe is somewhere around 1.2. Israel won't need mass migration in the future to sort out population decline due to abortion.
Russia is not tiny Israel, nor does it have Israel's economics.
