Ultimately, it boils down to (a) does Putin truly believe his own historical revisionisms and disinformation about Ukraine and (b) did Russia's intelligence services simply tell Putin what he wanted to hear?

Honestly, I believe both.
 
What’s striking is that Russia has been extraordinarily successful at spreading propaganda in foreign lands to influence narratives and weaken resistance. Look at where we are, by way of an example. So, I find it easy to imagine that an even stronger campaign was playing out in Ukraine, and that Putin had every reason to believe that Ukrainian resistance to Russia would be heavily weakened.

Clearly he was wrong.
