You see folks Russia was supposed to have reformed itself into a Democratic rrespectful of it's laws under it's constitution.
But under Putin (who in effect stills rules all Russia) & who was raised and educated by the KGB whatever he says on behalf of Russia which is intended to lull the West into believing that Democracy has set in, nothing is further from the truth.
Putin will eventually turn out to be something similar to Stalin.
As such it would be extremely foolish for the West to believe anything he says, or to believe he will live up to whatever promises he makes.
