Russian dictator Vladimir Putin has appointed Russian General Alexander Dvornikov to assume overall command of the Ukraine invasion.
Dvornikov became the first commander of the Russian Armed Forces in Syria during Russia's 2015 intervention. He has a proclivity to commit war crimes, bombing neighborhoods extensively before sending in armor and then ground forces. He also orders the destruction of critical infrastructure (electricity, heating, water, food, sewerage) facilities and the indescriminate bombing of hospitals and clinics to deny medical care to foreign fighters and civilians alike. A UN investigation into atrocities committed in Syria said that Russia under the command of Dvornikov was partly to blame for war crimes due to indiscriminate attacks in civilian areas without "a specific military objective." As a reward for his "successes" in Syria, Dvornikov was placed in charge of Russia's Southern Military District at Rostov-on-Don. Dvornikov will not hesitate to bomb and shell cities, to emply torture, and to execute Ukrainians.
