The State Duma unanimously passed draft constitutional laws on accepting the Donetsk and Lugansk People’s Republics (DPR, LPR), as well as the Kherson and Zaporozhye Regions, into Russia in the first reading and in their entirety on Monday.

According to the laws, the residents of the new constituent entities are recognized as Russian citizens starting on September 30, the day the regions joined Russia, but they have a month to reject Russian citizenship. The documents specify that the residents of the new regions can acquire Russian citizenship by submitting applications and being sworn in as Russian citizens.

According to the documents, the DPR and the LPR will retain their status as republics after joining Russia and Russian will be their official language. The Kherson and Zaporozhye regions will also join Russia as constituent entities and will continue to be called "regions." The borders of the republics and regions will be the same as those that "existed on the day of their creation and accession into Russia." International accords specify that their borders with other countries will be regarded as Russia’s state borders. At the same time, under the constitutional laws, the DPR and the LPR are joining Russia under the 2014 borders enshrined in their constitutions.

This is just one of the MANY principles of international law that Putin is flouting. Russia illegally occupies much land outside outside of its borders. These occupations, and so-called "annexations" have no authorization in international law.

3. What are the most important principles governing occupation? (ICRC)​

The duties of the occupying power are spelled out primarily in the 1907 Hague Regulations (arts 42-56) and the Fourth Geneva Convention (GC IV, art. 27-34 and 47-78), as well as in certain provisions of Additional Protocol I and customary international humanitarian law.

Agreements concluded between the occupying power and the local authorities cannot deprive the population of occupied territory of the protection afforded by international humanitarian law (GC IV, art. 47) and protected persons themselves can in no circumstances renounce their rights (GC IV, art. 8).

The main rules of the law applicable in case of occupation state that:
  • The occupant does not acquire sovereignty over the territory.
  • Occupation is only a temporary situation, and the rights of the occupant are limited to the extent of that period.
  • The occupying power must respect the laws in force in the occupied territory, unless they constitute a threat to its security or an obstacle to the application of the international law of occupation.
  • The occupying power must take measures to restore and ensure, as far as possible, public order and safety.
  • To the fullest extent of the means available to it, the occupying power must ensure sufficient hygiene and public health standards, as well as the provision of food and medical care to the population under occupation.
  • The population in occupied territory cannot be forced to enlist in the occupier's armed forces.
  • Collective or individual forcible transfers of population from and within the occupied territory are prohibited.
  • Transfers of the civilian population of the occupying power into the occupied territory, regardless whether forcible or voluntary, are prohibited.
  • Collective punishment is prohibited.
  • The taking of hostages is prohibited.
  • Reprisals against protected persons or their property are prohibited.
  • The confiscation of private property by the occupant is prohibited.
  • The destruction or seizure of enemy property is prohibited, unless absolutely required by military necessity during the conduct of hostilities.
  • Cultural property must be respected.
  • People accused of criminal offences shall be provided with proceedings respecting internationally recognized judicial guarantees (for example, they must be informed of the reason for their arrest, charged with a specific offence and given a fair trial as quickly as possible).
  • Personnel of the International Red Cross/Red Crescent Movement must be allowed to carry out their humanitarian activities. The ICRC, in particular, must be given access to all protected persons, wherever they are, whether or not they are deprived of their liberty.
These are just a few of the violations to date. The annexation effort, including of Crimea, has no legal effect.

The same politicians who headed the regions prior to their accession to Russia have retained their posts. Denis Pushilin, who was a leader of Russian-speaking protests in the Donetsk Region after a coup in Ukraine, became acting head of the Donetsk People’s Republic (DPR). Pushilin participated in a ceremony on April 7, 2014 when the DPR was created, and in 2018 he was elected head of the republic.

Leonid Pasechnik is now acting head of the Lugansk People’s Republic (LPR). In 2014, when protests against Euromaidan events and a nationwide coup began in southeastern Ukraine, he took the side of the Lugansk Region’s people’s militia and was elected head of the republic in 2018.

The leaders of the two Donbass republics retained the title of heads, while the heads of the other two regions became acting governors.

Yevgeny Balitsky, who headed the Zaporozhye Region’s military-civilian administration, will be the region’s acting governor. The military-civilian administration was formed in the region’s liberated areas after those had been taken over by Russian troops. And Vladimir Saldo, previously the head of the Kherson Region’s military-civilian administration, became the region’s acting governor.

Following referendums where voters opted for the accession of the regions to Russia, Putin and the heads of the four regions signed treaties on their accession to Russia at a Kremlin-hosted ceremony on Friday. Pushilin, Pasechnik, Balitsky and Saldo signed off on the documents on behalf of the four regions.

There exists no DPR and there exists no LPR. There are only territories in Ukraine currently occupied by the Russian military.

The same applies to the partially occupied Kherson and Zaporizhzhia oblasts.

These territories will all be liberated.

The Luhansk People's Republic (LPR) has sought international recognition as a sovereign state ever since its declaration of independence in April 2014, claiming direct succession to Ukraine's Luhansk Oblast. Ukraine, the United Nations, and the vast majority of the international community consider the LPR to be an illegal entity, and they have continued to regard Luhansk Oblast as inviolable Ukrainian territory. The DPR, which broke away from Ukraine's Donetsk Oblast in April 2014, has been regarded in the same way by the international community.

But not un-traditional, seeing how both hate the power that they don't have (but thus face).

You see it even with "Western" Leftists marching in lock-step protest with anti-semitic fascists against Israel.

Over the last three days, Russian troops "have made tactical advances" towards the center of Bakhmut in Donetsk Oblast – they advanced into villages Opytine and Ivanhrad to the south of the town, the U.K. Defense Ministry reported on Oct. 14. It's happening "very slowly" and mostly due to successful operations of Russian mercenary organization Wagner Group.
