They didn't have such a government and they won't. And in case it isn't obvious by now, the only people they are making war against are those 200K in their country trying to install a Putin occupied government.

btw... the Russian military is using what English speakers would identify as a Z on all Russian military vehicles. There is no such letter in the Russian alphabet.
The Russians are now using civilian vehicles to carry fuel so they won't be attacked.

That explains the shipping of civilian vehicles to the front. Fuel trucks are the key target and have been so from the beginning.
