In fact they are, because massive reduction in fossil fuel use is impossible without marked reductions in quality of life, people are happy to say how much they support reducing fossil fuel use as long as it doesn’t effect them personally.

So the result is governments ban energy projects in their own country, and in order to not create a downward spiral in quality of life they simply now import them.
