An abortion ban bill passed the house last night and is now on its way to the senate, but several changes were made to House Bill 1293 along the way.

Following any bill through the legislature can be confusing, so we simplified the process for you and highlighted the six major amendments.

The first change to House Bill 1293 shortened all the definitions.

Attorney General Larry Long says the original bill was too wordy, the new bill is more to the point, making it more defendable in court.

In the original bill there were two separate paragraphs defining an abortion. Lawmakers removed one.

The next changes deal with the exceptions.

Lawmakers removed the portion of the bill that required a second doctor's opinion on the mother's health and whether or not her life was in danger.

And in cases of rape or incest, lawmakers removed the section that said abortions could not be performed later than 17 weeks following the date of the mother's last menstrual period.

Instead, Long says they added the phrase "the abortion must be performed before the date of viability," or in other words before a mother can feel the baby move.

And if a woman gets pregnant because of rape or incest, it must be reported to police before she can get an abortion.

The South Dakota Senate State Affairs Committee today killed an abortion ban bill on an eight-to-one vote.

After the vote, state Representative Gordon Howie of Rapid City, the measure's main sponsor, said he would try to have the full Senate consider the bill despite the committee's rejection.

State Senator Royal "Mac" McCracken, also of Rapid City, says he does not think there are enough votes in the Senate to take up the bill. McCracken is a member of the Senate State Affairs Committee,

Last week, the South Dakota House passed the measure 45-to-25. The bill would allow abortions only in cases of rape, incest, a threat of severe injury to a woman's health and to save a woman's life.

In November, South Dakota voters rejected a previous abortion ban that did not contain those exceptions.

What do our viewers think about another abortion bill? We emailed four thousand of you to get your opinions on several questions concerning abortion.

We asked seven questions in our survey.

The first is whether those taking it voted last November. 93% of you say yes.

The second question we asked is if you voted against the abortion ban in November, would the addition of exceptions be enough to change your vote? Only 26% said yes, while 43% said no.

Then we asked which exceptions you would support. Rape, which must be reported according to bill 12-93. Incest, which must also be reported to police according to the new proposed ban. And health of the mother, which would require a second doctor's opinion.

A majority of you who responded overwhelmingly support all three.

We then asked if it's too early for the legislature to consider another ban like some lawmakers have claimed?

45% of you say yes, 55% say no, it's not too early.

And the final question is probably the most telling, are you in favor of another statewide abortion ban vote? 58% say yes, while 42% say no.

We should note that of the four thousand emails we sent out, only 208 people responded to the survey.
