A rocket launcher was one of over a thousand weapons that have been collected as part of Baltimore’s gun buyback program.
Three buyback events have been held thus far, with the first two yielding 1,089 firearms. The weapons include 509 handguns, 273 rifles, 245 shotguns and a rocket launcher, for which the city paid $500, according to The Baltimore Sun.

in some cases-there are "no questions asked" so gangbangers who have a pistol (usually) that can be traced to a murder or wounding, use these buybacks to get rid of a weapon and get some money to help them buy another

The gun buyback programs are feel-good efforts that sound good, but aren't actually helpful. Most of what they get are broken weapons or junk. At $500, they could be used for profit, as this one was. At that price, you could legally buy cheap used weapons, and turn them in for a profit. (For example, a quick search showed a used Taurus 380 for $209.)

Amazing that they would by a used tube from a disposable rocket. But apparently, this isn't the first time it's happened. LAPD purchased two TRAINERS (used as a prop in training) that never had a live round.

You may not be the only one with that idea. Quick search turned up several army surplus stores that did sell them, but are sold out.

my late father had a good sized gun collection and in addition to his father's Parker (which my brother took since I don't like SxS shotguns and a Pre war Winchester 70 in 22 Hornet, he had some junk he used as a kid on the fairly large piece of property he grew up on including some beat to hell junk like a Marlin 22 Auto and a rusty Savage 22 bolt action. So I am waiting for a buy back in my area to clean this stuff out.
 
The owner of the rocket launcher could have done a lot better listing it on eBay. It may be technically a weapon but without the rocket it is inert.

They are available as army surplus $250, so for $500, it was a pretty good deal.

As to whether it's a weapon... probably depends on the definition of a weapon. This is a disposable tube used to fire a single rocket. They aren't reloaded. It's a weapon like the spent casing of a tank round, or a replica grenade. Other than clubbing someone over the head with it, it's not going to hurt anyone.
