Their job is to patrol the streets to try to prevent any crimes they might encounter, to respond to calls for aid against criminal action, to investigate crimes, to defend persons and property, and to make arrests and hold persons for criminal prosecution.

What you fail to recognize is that police are not mindless, selfless, robots...they are human beings.

This means that just like the rest of us, some can exhibit negative traits as individuals; i.e. greed, arrogance, abusiveness, authoritarianism, etc.. That's why most large departments have internal affairs sections, while smaller departments may depend on State investigative agencies, or local government oversight.
