TOPLINE The Central Intelligence Agency conducted offensive cyber operations against Iran’s Islamic Revolutionary Guard Corps, Russia’s intelligence agency FSB and other targets after President Donald Trump issued a secret order in 2018 giving the agency broad power to undertake such actions, Yahoo News reported, citing former U.S. officials with direct knowledge of the matter.

KEY FACTS

• The secret authorization — issued sometime in 2018 — offered the U.S. spy agency more freedom to both conduct cyber operations and choose its target, without the White House’s approval, the report said.
  
• The order effectively undid many of the restrictions that had previously been placed on the agency by previous administrations, the report added, noting that the CIA has declined to comment on the issue.
  
• The move has allowed the agency to engage in offensive cyber operations against “adversarial countries,” including Russia, China, Iran and North Korea, an official told Yahoo News.
  
• Since the order was signed, the CIA has reportedly carried out at least a dozen operations that were on its “wish list.”
  
• This reportedly involved “hack-and-dump” operations similar to the ones conducted by Russian hackers and WikiLeaks, where stolen documents or data are deliberately leaked online.
  
• Some of the highlighted incidents include leaking the source code of Iran’s cyber-espionage tools, publicly dumping the details of 15 million payment cards from three Iranian banks and hacking two contractors that worked with Russia’s FSB.

According to the article it was done without Trump's knowledge or approval. The CIA acted on its own authority under a secret order that they interpreted as delegating to them the power to choose targets without White House approval. It will be interesting to see how Trump responds to this news, given his distrust of the American intelligence community and his relationship with Putin.

He had done it before, and certainly has the opportunity to do so now once he sees how the targets react.
