Rebuild New Orleans?

Should New Orleans be rebuilt?

New Orleans is a city built mostly below sea level. The historic parts (french quarter and jackson square) were spared flooding. Building NO where it was built was a historical accident, before urban planning, etc. Bush says $250 billion will be used, at a time when we have budget difficulties, to rebuild it - why? Why not just let most of return to swamp land?

We blew $300 billion on Iraq, but can't spend that much on our own country?
 
New Orleans is an important part of the USA and must be rebuilt ! That said corruption is natural in NO . So they must not be allowed to handle the moey without strict supervision !
 
What would be the point of rebuilding the projects and the slums?
