House investigative committee on Thursday charged New York Rep. Charles Rangel with multiple ethics violations, a blow to the former Ways and Means chairman and an election-year headache for Democrats.

The committee did not immediately specify the charges against the Democrat, who has served in the House for some 40 years and is fourth in House seniority. The announcement by a four-member panel of the House ethics committee sends the case to a House trial, where a separate eight-member panel of Republicans and Democrats will decide whether the violations can be proved by clear and convincing evidence.

The timing of the announcement ensures that it will stretch into the fall campaign, and Republicans are certain to make it an issue as they try to capture majority control of the House. Speaker Nancy Pelosi had once promised to "drain the swamp" of ethical misdeeds by lawmakers in arguing that Democrats should be in charge.

Probably deserved but none the less surprising. A Democratic chaired committee bringing charges against a fellow Dem at this particular time in the election cycle. Too bizarre.

These guys are smart politically and the cynic in me suspects this was a calculated move. Am guessing that Rangel is so entrenched in his district that there is no way he is going to get voted out of office. (Am going out on a limb that there are not a lot of Republicans in Harlem). And at this late date no one within his party can contest him for the Democrat nomination. Slick, eh?? ;)

Not sure what impact this may have at the national level. Possibility that it could steal an amount of headlines and take some pressure off of other lesser scandals.

No they couldn't the news showed his corruption. To not charge him would show that politicians can do any illegal act and get away with it. It would have been very bad for the democrats in November

On the contrary, I think it's a smart move on the democrat's part.

First of all, it allows Pelosi to say "See? I told you we'd clean house and fight corruption. We've gone after one of our most powerful house members, kicked him off Ways and Means, and now we're going after him."

Second, chances are he won't lose his re-election anyway (as someone else noted, given his district). And even if he does, it's pretty sure another Democrat would be elected.

The investigation of Rangel has focused on:

_His use of official stationery to raise money for the Charles B. Rangel Center for Public Service at City College of New York.

_Whether he had the Ways and Means Committee consider legislation that would benefit donors to the Rangel Center at the same time the congressman solicited donations or pledges.

_Preservation of a tax shelter for an oil drilling company, Nabors Industries, which has a chief executive who donated money to the center while Rangel's committee considered the loophole legislation.

_Use of four rent-controlled apartment units in New York City, when the city's rent stabilization program is supposed to apply to one's primary residence. This raises the question of how all the units could be primary residences. One was a campaign office, raising a separate question of whether the rent break was an improper gift.

_Whether Rangel, as required, publicly reported information on the financing and rental of his ownership interest in a unit within the Punta Cana Yacht Club in Punta Cana, Dominican Republic. Rangel also had to pay back taxes on the rental income.

_Whether he intentionally failed to report — when required — hundreds of thousands of dollars or more in assets. The amended disclosure reports added a credit union IRA, mutual fund accounts and stock.

given the very low opinion the American citizen has for the members of congress, i would surmise that the public would welcome the incarceration of every crook in political office

Rangel has become a liability to the Democratic Party. And he's a close ally of Nancy Pelosi. This is a very hurtful situation. Someone “special” needs to tell Rangel that his career in the House is over.
