Quinn demands gun limits in concealed carry law. [W:60]

Governor uses amendatory veto, sends measure back to legislature, which cleared the Senate and House by wide margins.
1. Quinn wants to ban guns from any business where alcohol is served. Currently, the legislation bars guns only from restaurants whose liquor sales amount to less than half of gross sales.
2. Quinn wants local communitities to be able to create their own laws limiting assault weapons.
3. A person wouldn't be able to carry a concealed gun into a business, church, or other private private property unless the owner displays a sign giving them express permission.
4. Employers would be able to enact policies prohibiting workers from carrying concealed weapons on the job or on job-related duties.
5. Licensed gun owners would only be allowed to carry a single concelaed gun and one ammunition clip holding up to 10 rounds.
6. More clarification would be required to assure that Illinois State Police get mental health records to determine whether a permit applicant could be a threat to themselves or others.
7. The definition of "concealed firearm" would be clarified to remove language that allows people to carry "mostly concealed" weapons. Quinn wants guns completely concealed.
8. A Concealed Carry Licensing Review Board would have to follow state open records laws and notify the public about its meetings.
9. People who have a concealed firearm would immediately have to tell police and public safety officials they're carrying a gun.

This has a lengthy AP story attached to it. I am simply not that good at computers but I did promise a thread when Quinn made up his mind.

Great wrap-up. Now we'll see if the legislature over-rides his thoughts on this coming Tuesday. That's what's expected. It'll be interesting to see how this plays out.

Here's a limit: A person is not permitted to conceal am M1 tank or an A-10 in their spandex while on public property. Not only do they leave unsightly bulges, but spandex is so 90's.

My understanding is that Illinois currently doesn't issue a concealed carry permit at all so this would be a huge improvement even with the proposed changes.

Some of these changes are going to be a little difficult to deal with. The "opt in" instead of "opt out" for businesses is going to be a huge pain as will the 10 round limit. The good news is that if this goes through in the revised format it will still be more open than NY in many respects.

Businesses think it will hurt them. I disagree even if they must choose losing some clientele. Gun owners will more than make up for any lost business and then some. Ask Indiana about Illinois not allowing smokers to have a place to smoke somewhere inside a restaurant or casino. Indiana hopes it lasts forever.

Speaking of Illinois criminals, former Gov. Ryan was released from House watch today and is a free but broken man. He is a moderate Repub and I actually liked him and he did try to fix the pension mess. He got caught up in a Sec'y of State/license problem where a family of 6 was killed by an illegally licensed driver in Milwaukee.

He signed a bill today allowing 17-YO the right to vote in primaries if they turn 18 by election day. In the 80's, the Daley machine referred to Quinn as a "gadfly". He has tried to fix the pension mess but not even anyone's Creator could have done that.

I need to start writing down these articles' web addresses before they're lost. I can tell you this, the Chicago Tribune is the best in my mind at going after both sides in any argument. I'm very torn on this whole gun business.

I think it's time to stop coddling these asshole politicians with legal protections. We need to start passing laws stating that every time a person is victimized because they couldn't arm themselves against criminals the offending politician gets a seperate accomplice charge, victims desire to arm with a gun irrelevant. For locals every time something happens in their metro area it's a charge, a state politician gets an accomplice charge anywhere in those borders, and a federal politician is responsible for anything that happens nationwide.

If they faced the same life terms, death penalties, and civil penalties that other accomplices face, maybe they'll drop the stupid **** once and for all. In fact, let's apply it to the gun control groups as well. Let's face it, every time they take a tool out of a victim's hands, they ARE an accomplice.

They still lean to the left some but they do cover as many angles on a story as they can and it shows, they tend to piss off all the politicians in Chicago---which is what they should be doing if they are doing their job.
