Question on WTO Tariff Categories

Under WTO, are tariff categories pre-defined and unchangeable, or can a country have their own tariff categories as long as they abide by the rules with respect to tariff levels?

Additionally, if the tariff categories are set in stone, what are they?

The classifications themselves and their meanings are fixed with regard to the WTO and how WTO arbitration happens and non-/compliance is evaluated. Countries can and will assert that "this" or "that" item belongs in "Category A" and not "Category B."
