Well to be honest 1) this should be in the Africa forum and 2) Apparently Bashir had hoped Trump's administration would support him but this has not been forthcoming so he has desperately looked elsewhere. Bashir then turned to Moscow because it seems he won't get tacit US support to stay in power. He was also expecting Saudi Arabia and other Arab countries to financially reward him for sending Sudanese troops to fight Houthi rebels in southern Yemen.

Further proof of his cosying up to Russia is how Sudan now suddenly will oppose any actions against Iran (one of Russia's few other allies in the area)
