I don't see any difference between this and what Republicans say about Democrats all the time.

It was a nice rosy garden paradise before the serpent Putin showed up -- wasn't it?

No -- there were certain evil things going on -- being done to a certain section of the population -- a certain minority.

You'll call it "propaganda" -- because that's an easy way to avoid challenging your prejudices & beliefs.
That way you don't have to think about or consider the other side's point of view.
