Putin Speech to Shore Up Populace, Odd moment...

Putin's speech today, the day before Marial Law was/is possible, Putin made a speech obviously intended to shore up public morale...promising tens of thousands to the families of war wounded and dead. The oddest moment was when he ended his talk, got up and began to leave, returning to the mike and emphasizing again all is well.

Is Putin finally getting concerned with public reaction?
