In a decree recognizing the independence of the Donetsk People's Republic (DNR) and the Luhansk People's Republic (LNR), Putin ordered the Russian military to conduct "peacekeeping operations" in the occupied Ukrainian territories.

By the timestamps on the above posts (4 & 5), it would seem Putin sent the troops in as he was giving his televised address.

Since I am a confirmed skeptic and cynic, I will look at more reports coming out of the news channels and then make a conclusion.
I know Putin is someone who should be jailed forever. Notice I am not suggesting anything more final because someone might accuse me of verbal assault.

Besides Axios & CBS, some mainstream sources are reporting that Putin ordered the troops in as "peacekeepers". NYT is one source, as of 10 minutes ago; they are behind a paywall unfortunately.

The question is,

"Are they already in"

But, I can very much understand your skepticism.

As for me, I tend to believe Putin sent the troops in. It just 'reads' that way. Even if I stopped short of that, in my OP.

I've never doubted you before. We'll know the truth soon enough.
And we don't need Walter Cronkite to go over there to tell us what is happening like in WW II.

It's all in Biden's (& NATO's) court, now!
It will be interesting to see what actions Germany takes.
They are critical if sanctions ramp up.
Sanctions imposed will mostly fall on the EU to suck up
Germany is the engine of the EU
Ukraine in NATO is a red line for Russia and anyone looking at a map can see why
Another issue will be how or if these actions sways public opinion in Sweden/Finland to join NATO?
Hopefully this is a wake up call for EU countries that Russia is a constant & evolving threat to the EU/NATO.
France.Germany should make a substantial, long term increase of their military budgets.

Note Germany does not want Russian forces any closer that they are.

How stupid was Germany to invest so much into renewable energy to replace fossil fuels; close down its nuclear power plants; and make a devil's bargain with Russia for natural gas.?
Has any reminded Germany that NATO WAS FORMED TO PREVENT RUSSIAN AGGRESSION!!?
